ADVERTISEMENT FOR BIDS
PROJECT IDENTIFICATION: The City of Stanley will be receiving single lump sum sealed bids for a building addition and renovation at D. R. Moon Memorial Library, located at 154 East 4th Avenue, Stanley, WI 54768 in accordance with the Bidding Documents prepared by River Architects, Inc., 740 7th Street North, La Crosse, WI 54601, Phone 608-785-2217.
PROJECT DESCRIPTION: Project consists of construction of an approximate 3,500 square foot addition with finished basement and elevator, partial interior renovation of both levels of the approximate 2,000 square foot existing building, new MEP systems, the addition of a new secondary water service and sprinkler system in the basement level, existing window sash replacement, and incidental exterior landscaping. Work which may be included through alternate bid includes: an approximate 550 square foot area incorporating an exterior patio and incidental landscaping; exterior cleaning and restoration; interior finish upgrades, and new casework.
PRE-BID MEETING: A pre-bid meeting will be held at the project site on May 20, 2025 at 10:00 A.M. Central Standard Time. Attendance is mandatory for bidding prime contractors unless a specific exception has been granted by the Architect.
BUILDING EXAMINATION: The building is available for examination during normal business hours with advanced notification of, and coordination with, Library staff.
DELIVERY AND OPENING OF BIDS: Sealed bids shall be delivered to the Stanley City Hall, located at 353 South Broadway Street, Stanley, WI 54768. Bids must be received on or before June 5, 2025 at 2:00 P.M., Central Standard Time. Faxed, emailed, or late bids will not be accepted. Sealed Bid Packages shall be marked “D. R. Moon Memorial Library- Construction Bid Package”. Bids will be opened publicly and read aloud immediately after closure of the bidding period.
BID SECURITY: Bids shall be accompanied by bid security in the form of a bid bond in an amount of 5 percent of the total of the Base Bid, made payable to the Owner, as a guarantee that the Bidder will, if awarded the Contract, enter into a Contract with the Owner in accordance with the Bid submitted and the Contract Documents.
EXAMINATION OF DOCUMENTS: On May 12, 2025 Bidding Documents, including Drawings, Project Manual, and Addenda, will be made available from River Architects, in PDF format, upon request from qualified prime contractors. Bidding documents will also be available from many local, regional, and state builder’s exchange plan rooms. Plan Holders are required to provide an e-mail address in order to receive any future Addenda.
TIME OF COMMENCEMENT: Work may commence on site June 30, 2025, but must include a physical presence on site not later than July 1, 2025.
TIME OF COMPLETION: Owner requires Substantial Completion of contract Work on or before September 4, 2026.
BONDING REQUIREMENTS: Contractor will be required to provide a Performance Bond and a Payment Bond each in an amount of 100 percent of Contract Amount.
FFP GRANT #24-33: Contracts awarded under this advertisement for bids may be funded in whole or in part by the U.S. Department of Treasury’s Capital Project Fund through a grant awarded to the owner named above from the State of Wisconsin Department of Administration Flexible Facilities Program (FFP); and will be subject to all program requirements specified in the bid packet.
OWNER’S RIGHTS: Owner reserves the right to reject a Bid which is incomplete or irregular, and the right to waive informalities or irregularities in a Bid received.
